Kim Iversen explains some of the sordid events in the long history of US sponsored terrorism against Cuba. Iversen operates within the limitations of an essentially liberal worldview, hence for her US foreign policy—imperialist policy—is "irrational", which is a polite way of not saying "criminal". Either way, US foreign policy is not irrational, but quite rational in fact from the viewpoint of US ruling imperialist elites.
