Presumably trying to say: “one cannot even argue that the masses participate in (SUPPORT!) these wars since they are corrupted by money (or, at the very least, being cornered to participate, out of financial necessities). Instead, the chosen formulations seem to include the possibility that, if the masses at least benefited, then …
