The Lies of Burns and Moore

The Chiefs of MI6 And CIA Publish A Statement of Lies.

On September 7 the British and American chiefs of their secret intelligence services, Richard Moore and William Burns, released an op-ed piece in the Financial Times and, on that day took part in a live talk hosted by the same journal.  They had one common objective, to lie to their peoples and the world about the real causes of the violence and insecurity in the world, to provide them with the pretext for their attempt to rule the world.  In other words they openly displayed the conspiracy of their governments to commit aggression against anyone in the world who resists them, the supreme war crime.

Criminal actions ignored by the ICC

The criminal case for conspiracy to commit aggression can be built easily against the USA and UK from their op-ed and their interview. So let’s examine what they wrote and said for they condemned themselves out of their own mouths.  But they began their op-ed piece with this strange statement,

The facts of history distorted and denied.

Which branch of US intelligence was working with British intelligence in 1909 is not stated, but it is a complete mystery what state-on-state violence in Europe these two are referring to that occurred in 1909.  History reveals none.  But it is with this historical fantasy that they begin their propaganda piece. It gets worse from there.

They go on to refer to the close collaboration between Britain and the USA in WWI, WWII and the so called war on terrorism, in fact, their war of terrorism to try to take over the oil and other mineral supplies of the middle east and central Asia. History tells us that in fact the British and Americans were just as much rivals all through those wars as collaborators, and were often at odds on how to conduct those wars and to reap the benefits. Since Britain lost its empire right after WWII, and the Americans took over their dominance of the world, the British have been subservient to the Americans. American forces are still stationed there. They were not liked in Britain during WWII and they are not liked now. The common saying in Britain about the Americans during WWII, which reflected public feeling at the time, was that, “There are three things wrong with Americans. They are over paid, over sexed, and over here.”  That is still the opinion of many.

As for the hard struggle against terrorism, they really refer to their wars on Iraq, Afghanistan, Syria, Libya, wars against sovereign states and peoples to steal and loot their resources and markets.  The terrorism was theirs.

Their war against Ukraine and Russia, the World

They continue with this statement,

“The CIA and SIS stand together in resisting an assertive Russia and Putin’s war of aggression (sic) in Ukraine. We saw it coming, and were able to warn the international community so we could all rally to Ukraine’s defence. We carefully declassified some of our secrets as a new and effective part of this effort.”

Of course they saw it coming. They were the ones that engineered the war against Russia by expanding their NATO alliance east towards Russia in betrayal of their promises made to Russia not to do so, an obvious act of aggression, and then attacked Yugoslavia in 1999, to remove a potential Russian ally and to place their large military base, Camp Bondsteel in the Serbian heartland of Kosovo-Metohija. The attack on Yugoslavia, a brutal act of aggression, during which they also attacked China, was a phase of their war against Russia.

Their wars of aggression continued with the NATO organised coup in Ukraine of 2014, in which they overthrew the elected president and installed a gang of Nazi cutthroats in his place which immediately began an armed attack on the peoples of the eastern regions of Ukraine who refused to accept the coup or the Nazis who seized power.  The UK and US and their allies, fuelled this conflict, promoted it, provided arms and encouragement for it and are complicit in all the war crimes committed against those peoples all through the ten years since.  It was put an end to this aggression against those peoples and the threat is represented to Russia itself that Russia finally decided to enter into the conflict to put an end to it.  This is the aggression, of the US and UK, not Russia.

Secrets Revealed

As for the secrets they revealed, they must be referring to Victoria Nuland’s admission that the British and Americans told Zelensky to renege on the peace deal Ukraine and Russia had concluded in Istanbul in the spring of 2022 and to carry on the war against the Russians.  Zelensky seemed to have been carried away with his campaign promise to bring peace to Ukraine and had to be brought into line. Or maybe they are referring to Angela Merkel’s admission that the Minsk Accords, which were backed by the UN Security Council and in which President Putin put so much effort to make work, was just a ruse used to fool the Russians while NATO built up Ukraine’s army to attack Russia.

Their Propaganda

They continue with this,

“Staying the course is more vital than ever. Putin will not succeed in extinguishing Ukraine’s sovereignty and independence. Russia’s actions are a flagrant breach of the UN Charter and global norms.”

It is the UK and the USA that have extinguished Ukraine’s sovereignty and independence with the overthrow of democracy in Ukraine reducing it to their puppet state. All their actions were and are illegal and in violation of the UN Charter, whereas Russia’s actions were and are in conformity with Article 51 of the UN Charter.

They then meander off to talk about how technology is changing the war in Ukraine. What this has to do with their intentions and objectives is not clear nor why they made this frankly absurd statement since Russia has demonstrated its superiority in technology on the battlefield and has revealed that NATO weapons are just so much junk to be destroyed as soon as they are used.

NATO Sabotage

Next they state,

“Beyond Ukraine, we continue to work together to disrupt the reckless campaign of sabotage across Europe being waged by Russian intelligence, and its cynical use of technology to spread lies and disinformation designed to drive wedges between us.”

Such cynicism and outright lying is difficult comprehend when the entire world knows that it was the USA and UK that blew up the Nord Stream gas pipeline cutting off Germany and Europe from cheap natural gas supplies, an act of sabotage unequalled anywhere and they do not refer to any Russian sabotage for which there is no evidence whatsoever. As for lies and disinformation, well we know where the lies and disinformation come from.

The Threat Against China

Then they state that,

“In the 21st century, crises don’t come sequentially. While significant attention and resources are being deployed against Russia, we are acting together in other places and spaces to counter the risk of global instability.”

It is true that they are throwing everything they have short of nuclear weapons against Russia, and even threaten to use them as well. The claim they are countering global instability is unconscionable when it is they that have caused most of the wars in the world since 1945 and are causing them now.  But the real meaning of their statement appears in the next paragraph of their op-ed when they state,

“For both the CIA and SIS, the rise of China is the principal intelligence and geopolitical challenge of the 21st century, and we have reorganised our services to reflect that priority. Meanwhile, counterterrorism remains core to our partnership, and we work closely with others to protect our homelands and thwart the resurgent threat of Isis.”

What can one say about such a preposterous statement?  China is a challenge? To who, and in what way? They don’t tell us, because China is a threat to no one except the US industrialists and financiers who seek to dominate the world. British industry is declining fast, and not because of the success of China in rebuilding its economy, but because of internal contradictions in Britain, its loss of empire and cheap resources and labour power. The Americans constantly talk about free enterprise and competition in the market, but they don’t believe a word of it. It’s all dust to obscure the fact that they do not want any competition, and free enterprise to them means the complete dominance of the world economy by their companies.

As for the “resurgent threat of ISIS” again what are they talking about? It is an open secret that they created and controlled ISIS and use its vaporous existence as a pretext to invade and occupy Syria and Iraq, both illegal and brutal occupations in defiance of international law which continue to this day.

Phony Peace in the Middle East

But they continue with their lies when they claim they are seeking peace in the Middle East, while supporting the on-going Israeli genocide against the Palestinians. But Israel was partly their creation, their cat’s paw in the region. Its existence is essential for their attempt to dominate the region and they could care not care less how many people are killed by the Zionist war machine so long as that dominance is maintained. And so they push for a greater war with Iran. They are not seeking “de-escalation” but escalation, just as they are in Ukraine.

After more chaff about artificial intelligence, thrown in for no other reason but to make the op-ed piece long enough to be published and to obscure the lies that fill the rest of it, they end with,

Their Threat To Global Security

“There is no question that the international world order — the balanced system that has led to relative peace and stability and delivered rising living standards, opportunities and prosperity — is under threat in a way we haven’t seen since the cold war. But successfully combating this risk is at the very foundation of our special relationship. Trust, openness, constructive challenge, friendship. These characteristics can be relied upon into the next century, as can our shared determination to remain champions for global peace and security.”

What balance system are they talking about? They have both engaged in one war after another throughout the world since they stepped onto the world stage. Their constant aggressions against the peoples of the world have been a catastrophe for human development and progress. It is they and their wars that have held back the development of world society.  And living standards in the West are declining and have been since the fall of the Soviet Union, since the capitalists of the West found it no longer necessary to offer their workers something to make their lives easier to award off the threat of socialist revolutions in the West.

They Must Be Held Accountable

And what is their “world order” but a structure of war and violence, of chaos, of brutality, maintained by more wars and threats of wars, a destruction of international law, of the principles enshrined in the UN Charter. These men and their governments are not champions of global peace and security. They are the architects of world destruction, and it is clear they are willing to risk another world war and the death of us all to get their way so irrational have they become. They use deception and smooth words to try to fool humanity but they have failed.  They are exposed. They must be condemned, and held accountable for their crimes, before it is too late and there is no one to hold them accountable.

How the U.S. Government Harvests the Public at Home & in Its Colonies



Let’s take as an example, Politi-Fact, in the United States itself:

11 Democratic billionaires and one Republican one”. Those were 11 ‘non’-profits, but they also are funded by U.S.-and-allied Governments; and, in fact, at least one of the 11, the Institute for War and Peace Reporting (IWPR) seems to be almost entirely so, though it might additionally have more direct but secret funding from or on behalf of U.S. billionaires. And, if we look at the IWPR’s top 11 listed donors or “Supporters”, 3 of the 11 are the U.S. State Department; 3 more are its equivalents for Norway, Netherlands and UK; and the others are the European Commission, the Dutch Postcode Lottery Fund, the UK Conflict Stability and Security Fund, the U.S. National Endowment for Democracy, and the U.N.’s Entity for Gender Equality. So, all 11 of the IWPR’s top “Supporters” are wholly or largely controlled by the U.S. Government. That list is introduced by the IWPR by saying: “This broad support enables us to maintain intensive programs while avoiding over-dependence on any single source. We are especially grateful to those donors who support us through multi-year assistance to strengthen existing activities and those who provide precious institutional assistance.” In addition, the IWPR lists 25 “Partners,” such as Reporters Without Borders, and the International Republican Institute. The IWPR’s International Board is co-headed by a member of the UK Governance Committee, and a member of the “U.S. & NL Governance Committees.” The IWPR was founded in 1991 so as to assist reporters to have a ‘balanced perspective’ on the breaking-up of Yugoslavia (which the CIA was secretly already stoking).

“US Shapes Philippines into Southeast Asia’s ‘Ukraine’” (land from which to invade China, instead of land from which to invade Russia), and he quoted from sources such as: “Reuters in its article, ‘Exclusive: U.S. military in talks to develop port in Philippines facing Taiwan,’ would report: ‘U.S. military involvement in the proposed port in the Batanes islands, less than 200 km (125 miles) from Taiwan, could stoke tensions at a time of growing friction with China and a drive by Washington to intensify its longstanding defence treaty engagement with the Philippines.’” Berletic went on to quote an official U.S. Government historian describing the brutal 1899-1902 Teddy-Roosevelt-led war that conquered the Philippines and made them a U.S. colony. He noted the U.S. Government’s carefully designed program to reward, with Fulbright scholarships and other inducements, the Philippines’ upper crust. And he said that, “In reality, all the US is building in the Philippines are military bases meant to drag both it and the region into greater instability, economic stagnation, and possibly even war.” His focus was on the constant U.S. propaganda-machine to fool Filippino voters to elect pro-U.S.-anti-China politicians, such as its current President, Bongbong Marcos, the only son of the extremely corrupt U.S.-imposed dictator Ferdinand Marcos. Berletic didn’t, however, mention such highly relevant facts as that “The Philippines ranked 77th out of 81 countries globally in the student assessment conducted by the Organization for Economic Co-operation and Development (OECD) for 15-year-old learners.” (Incidentally, China was excluded from that year’s PISA study because in the prior, 2018, one, China topped the list and the U.S. regime was outraged.) Keeping the voters ignorant is important to do if the imperial regime, the U.S. regime, is to be able to exploit its victim — the colony — ‘democratically’ by means of elections. And this is also the reason why four of the five countries (out of the 81) that scored even worse than the Philippines in this PISA were U.S.-controlled banana republics. All of these countries have long been under the thumb of American billionaires. Furthermore: in terms of life-expectancy, the Philippines scores significantly lower even than the U.S. itself does, and almost all of the countries which score even worse than the Philippines are ‘former’ colonies of France, Netherlands, Belgium UK, and other European regimes. So, the historical record is clear that colonialism (imperialism) destroys countries.

helped America’s ‘news’-media to hide from Americans Joe Biden’s intense corruption) simply lied, and published on 23 November 2023, “FACT-CHECK: US not building new military bases in the Philippines”. Their ‘argument’ was that 

“The EDCA, which was signed in 2014, grants US troops access to designated Philippine military facilities, the right to build facilities, and preposition equipment, aircraft, and vessels. It does not allow US military permanent positioning or basing in any Philippine military facility or base.”

That was implying Berletic had alleged the bases that the U.S. regime is building in the Philippines are to be “permanent,” or sovereign U.S. territory within the Philippines, but Berletic had actually neither said nor implied any such thing. Poynter’s Philippine branch simply lied. They gave Berletic’s article the “Rating: FALSE” because the treaty didn’t use the word (nor any equivalent) “permanent,” though nowhere did Berletic’s article say or imply that it did. In other words: the Poynter Institute presumes that the Filippino people aren’t merely uneducated but stupid, and it also presumes that this gives the Poynter Institute the right to deceive them. It’s the same attitude, the same haughty contempt, that slave-holders generally have toward their slaves.

Existing ‘fact-checking’ ‘services’ represent not science, but the agenda of their funders. And ALL censorship is toxic to democracies.

US Shapes Philippines into Southeast Asia’s “Ukraine”

With the rise of China, so too rises Southeast Asia. Southeast Asia has slowly transformed in terms of economics, infrastructure, tourism, industry, and politically over the last two decades as Chinese influence increases and inevitably displaces US influence over the region.

At its height, US influence resulted in a major war spanning two decades, engulfing Vietnam, Cambodia, and Laos. The US maintained military bases across the region, including in Thailand and the Philippines. However, when the US finally lost its war against Vietnam, it withdrew much of its military. And in the following decades, the region slowly shifted from depending heavily on trade with the US and its allies, including Japan, over to China.

Today, China stands as the largest trading partner, investor, source of tourism, and infrastructure partner for most of Southeast Asia. This includes the Philippines.

Atlas of Economic Complexity, China stood as the Philippines’ largest export market. Between the Chinese mainland and Hong Kong, over 30% of exports from the Philippines go to China. The US and Japan combined account for only around 25%.

China also stands as the largest source of imports into the Philippines at around 33% while the US accounts for around 6% and Japan around 8%. China is indisputably the Philippines’ largest trade partner.

China is also the Philippines’ best chance at developing badly needed modern infrastructure.

However, while other nations across Southeast Asia are expanding their relationship with China and building the region together, the Philippines finds itself irrationally cutting itself off from China, laying out a foreign policy demonstrably contradicting its own best interests.

The Philippines Sacrifices Progress to Become US Provocateur 

As Chinese-built high-speed rail networks begin operating in Laos and Indonesia and another continues construction in Thailand, the Philippines has recently canceled several joint-Chinese rail projects.

US government-funded Benar News reported in its recent article, “Philippines drops funding deal with China for 3 railway projects,” that not only will the Philippines no longer seek funding from China, it will also seek out alternative contractors to build the rail projects. Since no other nation is capable of building such projects in the region, the Philippines has for all intents and purposes put infrastructure investment on hold.

Earlier this year, the Philippines also signed a military basing agreement with the United States. The Washington Post in its article, “U.S. reaches military base access agreement in the Philippines,” would report that:

 U.S. military forces will be given access to four new military bases in the islands, solidifying a months-long U.S. effort to expand its strategic footprint across the Pacific region to counter threats from China.

Since then, the Philippines has also begun talks with the US for the development of a port dangerously close to China’s island province of Taiwan.

Reuters in its article,“ Exclusive: U.S. military in talks to develop port in Philippines facing Taiwan,” would report:

U.S. military involvement in the proposed port in the Batanes islands, less than 200 km (125 miles) from Taiwan, could stoke tensions at a time of growing friction with China and a drive by Washington to intensify its longstanding defence treaty engagement with the Philippines.

While the United States justifies its growing military presence in the Philippines by citing maritime disputes in the South China Sea, it should be noted that maritime disputes are common both around the world and particularly in Southeast Asia. Not only do many Southeast Asian states have disputes with China, they also have overlapping claims and resulting disputes with one another.

These disputes can result in sometimes dramatic public displays. Malaysia, for example, in 2017 sank nearly 300 foreign fishing boats seized amid these disputes, including fishing boats from the Philippines, Nikkei Asia reported. While these disputes become somewhat heated, they are always resolved bilaterally all while nations in the region, including China, maintain otherwise constructive and even close economic and diplomatic ties.

Thus, the US is using common maritime disputes as a pretext to insert itself militarily into the region, attempting to escalate ordinary disputes into a regional or even global crisis. In reality, the US is building up its military presence, not to defend its supposed allies, but to encircle and contain China while transforming host nations into battering rams against China.

This US strategy has had varying success across Southeast Asia, with the Philippines being by far its greatest success. This is owed to the unique and unfortunate history of the Philippines as a US colony from 1898-1946 and its defacto subordination to the US ever since.

The Philippines as an American Foothold 

The US State Department’s Office of the Historian in a publication titled, “The Philippine-American War, 1899–1902,” would admit that the US seized the Philippines as a US colony from Spain and then waged a brutal war of subjugation against the Philippine people.

The US State Department admits:

The ensuing Philippine-American War lasted three years and resulted in the death of over 4,200 American and over 20,000 Filipino combatants. As many as 200,000 Filipino civilians died from violence, famine, and disease.

It also admitted that:

U.S. forces at times burned villages, implemented civilian reconcentration policies, and employed torture on suspected guerrillas, while Filipino fighters also tortured captured soldiers and terrorized civilians who cooperated with American forces. Many civilians died during the conflict as a result of the fighting, cholera and malaria epidemics, and food shortages caused by several agricultural catastrophes.

While the US granted the Philippines “independence” in 1946, the US has maintained varying degrees of political and military control over the nation ever since. Under the presidential administration of Rodrigo Duterte, the Philippines attempted unsuccessfully to expel the US military presence. President Duterte’s successor, Ferdinand Marcos Jr. has since rolled back the incremental gains in sovereignty and dignity achieved during Duterte’s term in office.

April 2023 talk hosted by the Center for Strategic and International Studies (CSIS) that the core of his nation’s political leadership has been shaped by decades of US indoctrination.

Foreign Secretary Enrique Manalo would explain:

Our partnership has thrived on other vibrant connections. And people are the throbbing core of our ties. This year marks the 75th anniversary of the Fulbright program in the Philippines, which has 8,000 alumni and is the longest continuing Fulbright program in the world. The seeds of the future of our alliance are born in the many platforms in our relations where our peoples, whether they are scientists, entrepreneurs, civil society partners, youths, and artists, incubate new ideas and contemplate on visions together.

The Fulbright program, created by the US State Department, claims on its website that it “expands perspectives through academic and professional advancement and cross-cultural dialogue.” By “expanding perspectives” it means indoctrinating potential leaders in politics, media, business, education, and culture to adopt a pro-US worldview and create a US-influenced cadre of administrators in nations around the world.

Together with other US government programs, such as the National Endowment for Democracy (NED) which funds political parties, education programs, media platforms, and many of the “civil society partners” Philippine Foreign Secretary Enrique Manalo referred to in his speech, the Fulbright program is part of the toolset the US uses to politically capture a targeted nation.

funded by the US government through the NED. Both Ressa and her Rappler media platform are loud advocates for greater US influence over the Philippines and the rolling back of relations with China. Rappler’s media content is indistinguishable from US government talking points because Rappler is an extension of US government influence.

In terms of political capture, the Philippines represents one of Washington’s success stories. Enduring US influence, first as the Philippines’ colonial master and then through decades of indoctrination and political interference via the NED and programs like Fulbright, Washington has convinced Manila to forego the benefits of trade and economic development together with China and the rest of Asia in exchange for positioning itself as Southeast Asia’s “Ukraine.”

Just as Kiev attempted to convince the Ukrainian people that the West would provide a superior substitute for the nation’s long-standing ties with Russia only to instead find itself abandoned at the end of a self-destructive proxy war, Manila is likewise attempting to convince the people of the Philippines that the US, Australia, and Japan will provide better alternatives to Chinese-driven trade, economic progress, and infrastructure development. In reality, all the US is building in the Philippines are military bases meant to drag both it and the region into greater instability, economic stagnation, and possibly even war.

Only time will tell if China’s patient rise and ability to build up the rest of the region will outlast America’s desire and ability to divide and destroy Asia. The Philippines, for its part, serves as an indicator of which direction the region may move in. Sadly, for now, it seems the US capacity for dividing and endangering the region is still very much intact.
