Constructing the Terminator—A Top-Down Approach
 

These days, not unreasonably I think, people wonder whether artificial intelligence will produce an electronic being superior to, well, us. Others of darker imaginings ask whether we don’t face the arrival of a real-life Terminator. Science fiction? These days, it has a short shelf life.

Actually, the superior being has probably already happened, if so far in bits and pieces. Let us consider what these bits are, and their assembly into a Terminator, whom we will affectionately call Arnold.

First, Arnold’s mental capacities. Then, its robotic physicality.

Breadth of knowledge is usually thought a sign of intelligence. Arnold, with a Wi-Fi link in his head, would know everything on the internet, books, history, quantum physics, the weather in Chengdu, geography, and just about everything else. Yes, I know, we are all used to this, and it looks like mere lookup and not intelligence. Wait a minute.

With his Wi-Fi link, Arnold could translate fifty or sixty languages into each other, in seconds. If I could do that, you would think me quite a bright fellow. We are used to it, and people are never impressed by what they are used to.

Editor's Note The digital revolution has raised the ante to the stratosphere for the globalist capitalist class as it has turbocharged the old incurable disease of capitalism: overproduction.  For those who have been sleeping under a rock the last 300 years the following may help: The industrial revolution's advances gradually made more and more workers "superfluous" from the standpoint of the Lords of Capital, but the latest advances in. robotics and AI promise to make almost ALL workers redundant, with huge production in most areas of industrial and agricultural production using only intelligent machines. Capitalism's way of distributing such enormous wealth according to its infamous "social relations" is well known: the lion's share for the capitalists, a tiny share for the still employed workers, and the rest to the unemployment rolls, and let the state figure a way to keep them from starving. Except that with the state in the hands of the same greedy (by definition) capitalists, the tax revenues will only shrink precisely when they need to expand, so salvation "by dole" will become impossible.  What then?


Computers have beaten the world’s best players at chess and Go and defeated the national Jeopardy champion. If the victorious machines are not online, they easily could be. These capacities are usually regarded as requiring intelligence.

Since all of these things happened at least three days ago, they are ho-hum and not too interesting. But then we have to consider–drum roll, squalling of trumpets–ChatGPT and suchlike. Chat is the omnipotent humanizer, combining all the foregoing into a great Being. Chat can hold conversations, write essays and poetry often indistinguishable from those produced by humans and, weirdly, containing literary insight and psychological perceptiveness. So why is something–Arnold’s head in this case–that knows everything, writes business proposals and collegiate term papers, speaks fifty languages, does graduate-level mathematics, and plays championship chess–not– superior to the common run of humanity?

Note that as lagniappe Arnold’s head as herein described can generate images from text, talk in different voices, write songs, and perhaps sing them.

Now let us consider Arnold’s more-corporeal being. Here we will ponder Boston Dynamics, the robotics-design firm. The company has produced Atlas, a robot remarkably similar to the Terminator when its pseudo-flesh was stripped away. The video is worth watching. Atlas, doubtless the Terminator under an assumed name, is an actual, really and truly, functioning humanoid robot. He walks, does gymnastic flips, finds stuff where it is and carries it to somewhere else. It is, so far as I know, the first potentially scary robot. If it can find a box, carry it upstairs and put it on a table, it could find an intruder into the warehouse, carry him downstairs to the basement, and stuff him into a wood chipper.



(Boston Dynamics does not offer Atlas for this purpose.) Yet. In fact it just retired him as obsolescent and presumably is working on something more alarming.

Just now, Atlas seems an engineering exercise. He certainly cost a megabundle to figure out. But should he prove profitable for some purpose, such as guard duty or actual work, in mass production his cost would drop sharply. His metal parts are unlikely to cost horrendously. Software, once written, is almost free. Here I speculate, but the code for housekeeping–making him walk, see things, and so on, may be aboard, but if he were equipped with Wi-Fi and ChatGPT, all of that would come wirelessly.  If, say, a hundred thousand were built for industrial use, which is what Elon Musk has in mind for his Optimus robots, they would be controlled by the local buyer’s Wi-Fi,

Unless bad guys hacked them and ordered them to do bad things, or simply planted code so that at a later date they could be ordered to go on a rampage or do something nefarious.

Skynet.

OK, that’s silly. I think. But Apple updates the software of millions of iPhones now with little effort. Why not hundreds of thousands of humanoid robots?  Could evil hackers tell them to stuff bosses into the wood chipper? This could be a major selling point.

But if these things become practical, as Elon Musk promises, what does a warehouse manager make of mechanical workers that quote Hamlet to him?  Or human workers make of Arnolds who work twenty-four seven without rest except to recharge, who remember where everything is infallibly, and do complex calculations in milliseconds?

Or, a robot could be a cute little panda, becoming best friend to your daughter of four years. ChatGPT is well beyond just answering recorded questions. Kind of creepy, a child becoming emotionally attached to a being not really a being. I assume that a little girl cuddling a doll knows it isn’t a real baby. Hmmmm.

As a minor but related note, Audible.com now sells audiobooks read by a computer. I have listened to a couple of them, and could not tell the voices from human.

It is worth bearing in mind that robotics advances rapidly, and artificial intelligence is in its infancy. Image recognition is now routine, understanding of speech by computers, well developed. I encounter estimates that humanoid robots suitable for factory work will cost twenty thousand dollars in mass production. These things are some way from being useful as, say, soldiers, but “some way” may mean fifteen years. If you consider the cost of human soldiers –recruiting, training, feeding, and explaining to their mothers why they are dead–buying robotic soldiers and storing them in warehouses looks like a good thing if practical.

Methinks the world doth change overmuch. Many today in their fossil years remember Dick Tracy’s two-way wrist radio, which we knew to be impossible because vacuum tubes could never be made small enough.


Regarding the Biden-Trump debate, am I the only one horrified? Two grown men, calling each other names like twelve-year-old school boys, bravado and bluster, playing to an audience ignorant and fit prey for platitudes. Trump narcissistic, Biden confused, neither remotely qualified to run a country.  The whole world is laughing.

The Afghan Mujahideen were jihadist mercenaries recruited by the CIA. It was all for a good cause: destabilize a progressive secular government, occupy and destroy Afghanistan, undermine the Soviet Union.

you ever sit in front of the Oscars or similar self-congratulatory affair, keep that in mind before you applaud. Obviously the critics didn't. This fraudulent film, directed by Mike Nichols, supposedly one of Hollywood's more politicaly literate auteurs, got almost universal raves from a crowd that should know better but rarely does.—P. Wittingly or unwittingly, the film's publicity lies from the start: the movie is not based on truth, but its deliberate manipulation. When it comes to active complicity in the heinous crimes of the empire, Hollywood is like Sodom and Gomorrah: it's impossible to find a single Biblical "just person", an actor or director that is without guilt.


A newly discovered document undercuts a key storyline of the anti-Soviet Afghan war of the 1980s – that it was “Charlie Wilson’s War.” A note inside Ronald Reagan’s White House targeted the Texas Democrat as someone “to bring into circle as discrete Hill connection,” Robert Parry reports.


Official Washington’s conventional wisdom about Afghanistan derives to a dangerous degree from a Hollywood movie, “Charlie Wilson’s War,” which depicted the anti-Soviet war of the 1980s as a fight pitting good “freedom fighters” vs. evil “occupiers” and which blamed Afghanistan’s later descent into chaos on feckless U.S. politicians quitting as soon as Soviet troops left in 1989.

The Tom Hanks movie also pushed the theme that the war was really the pet project of a maverick Democratic congressman from Texas, Charlie Wilson, who fell in love with the Afghan mujahedeen after falling in love with a glamorous Texas oil woman, Joanne Herring, who was committed to their anti-communist cause.

However, “Charlie Wilson’s War” – like many Hollywood films – took extraordinary license with the facts, presenting many of the war’s core elements incorrectly. That in itself might not be a serious problem, except that key U.S. policymakers have cited these mythical “facts” as lessons to guide the current U.S. military occupation of Afghanistan.

The degree to which Ronald Reagan’s White House saw Wilson as more puppet than puppet-master is underscored by a newly discovered document at Reagan’s presidential library in Simi Valley, California. I found the document in the files of former CIA propaganda chief Walter Raymond Jr., who in the 1980s oversaw the selling of U.S. interventions in Central America and Afghanistan from his office at the National Security Council.

handwritten note to Raymond appears to be initialed by then-National Security Adviser Robert McFarlane and instructs Raymond to recruit Wilson into the Reagan administration’s effort to drum up more Afghan war money for the fiscal 1985 budget. The note reads:

“Walt, Go see Charlie Wilson (D-TX). Seek to bring him into circle as discrete Hill connection. He can be very helpful in getting money. M.” (The notation may have used the wrong adjective, possibly intending ”discreet,” meaning circumspect and suggesting a secretive role, not “discrete,” meaning separate and distinct.)

Raymond appears to have followed up those instructions, as Wilson began to play a bigger and bigger role in unleashing the great Afghan spending spree of 1985 and as Raymond asserted himself behind the scenes on how the war should be sold to the American people.

Raymond, a 30-year veteran of CIA clandestine services, was a slight, soft-spoken New Yorker who reminded some of a character from a John le Carre spy novel, an intelligence officer who “easily fades into the woodwork,” according to one Raymond acquaintance. But his CIA career took a dramatic turn in 1982 when he was reassigned to the NSC.

At the time, the White House saw a need to step up its domestic propaganda operations in support of President Reagan’s desire to intervene more aggressively in Central America and Afghanistan. The American people – still stung by the agony of the Vietnam War – were not eager to engage in more foreign adventures.

So, Reagan’s team took aim at “kicking the Vietnam Syndrome” mostly by wildly exaggerating the Soviet threat. It became crucial to convince Americans that the Soviets were on the rise and on the march, though in reality the Soviets were on the decline and eager for accommodations with the West.

Yet, as deputy assistant secretary to the Air Force, J. Michael Kelly, put it, “the most critical special operations mission we have … is to persuade the American people that the communists are out to get us.”

The main focus of the administration’s domestic propaganda was on Central America where Reagan was arming right-wing military juntas engaged in anti-leftist extermination campaigns. Through the CIA, Reagan also was organizing a drug-tainted terrorist operation known as the Contras to overthrow Nicaragua’s leftist Sandinista government.

To hide the ugly realities and to overcome popular opposition to the policies, Reagan granted CIA Director William Casey extraordinary leeway to engage in CIA-style propaganda and disinformation aimed at the American people, the sort of project normally reserved for hostile countries. To oversee the operation – while skirting legal bans on the CIA operating domestically – Casey moved Raymond from the CIA to the NSC staff.

Raymond formally resigned from the CIA in April 1983 so, he said, “there would be no question whatsoever of any contamination of this.” But from the beginning, Raymond fretted about the legality of Casey’s involvement. Raymond confided in one memo that it was important “to get [Casey] out of the loop,” but Casey never backed off and Raymond continued to send progress reports to his old boss well into 1986.

It was “the kind of thing which [Casey] had a broad catholic interest in,” Raymond shrugged during a deposition given to congressional Iran-Contra investigators in 1987. Raymond offered the excuse that Casey undertook this apparently illegal interference in domestic politics “not so much in his CIA hat, but in his adviser to the president hat.”

Raymond also understood that the administration’s hand in the P.R. projects must stay hidden, because of other legal bans on executive-branch propaganda. “The work down within the administration has to, by definition, be at arms length,” Raymond noted in an Aug. 29, 1983, memo.

As one NSC official told me, the campaign was modeled after CIA covert operations abroad where a political goal is more important than the truth. “They were trying to manipulate [U.S.] public opinion … using the tools of Walt Raymond’s trade craft which he learned from his career in the CIA covert operation shop,” the official said.

From the NSC, Raymond organized inter-agency task forces to bombard the U.S. public with hyped-up propaganda about the Soviet threat in Central America and in Afghanistan. Raymond’s goal was to change the way Americans viewed these dangers, a process that the Reagan administration internally called “perception management.”

Even after the Iran-Contra scandal was exposed in 1986 and Casey died of brain cancer in 1987, the Republicans fought to keep secret the remarkable story of this propaganda apparatus. As part of a deal to get three moderate Republican senators to join Democrats in signing the Iran-Contra report, Democratic leaders dropped a draft chapter on the CIA’s domestic propaganda role.

Raping Russians

[dropcap]H[/dropcap]iding the unspeakable realities of the anti-Soviet jihad in Afghanistan was almost as high a priority as concealing the U.S.-backed slaughter in Central America. Reagan’s pet “freedom fighters” in Afghanistan as in Nicaragua were tainted by the drug trade as well as by well-documented cases of torture, rape and murder.

Yet, Raymond and his propagandists were always looking for new ways to “sell” the wars to the American people, leading to a clash with CIA officer Gust Avrakotos, who was overseeing the Afghan conflict and who had developed his own close ties to Rep. Charlie Wilson.

According to author George Crile, whose book Charlie Wilson’s War provided a loose framework for the movie of the same name, Avrakotos clashed with Raymond and other senior Reagan administration officials when they proposed unrealistic propaganda themes regarding Afghanistan.

One of Raymond’s ideas was to get some Russian soldiers to “defect” and then fly them from Afghanistan to Washington where they would renounce communism. The problem, as Avrakotos explained, was that the Afghan mujahedeen routinely tortured and then murdered any Soviet soldier who fell into their hands, except for a few who were kept around for anal rape.

“For Avrakotos, 1985 was a year of right-wing craziness,” Crile wrote. “A band of well-placed anti-Communist enthusiasts in the administration had come up with a plan they believed would bring down the Red Army, if the CIA would only be willing to implement it. The leading advocates of this plan included Richard Perle at the Pentagon. … [NSC aide] Oliver North also checked in briefly, but the man who set Avrakotos’s teeth on edge most was Walt Raymond, another NSC staffer who had spent twenty years with the CIA as a propagandist.

“Their idea was to encourage Soviet officers and soldiers to defect to the mujahideen. As Avrakotos derisively describes it, ‘The muj were supposed to set up loudspeakers in the mountains announcing such things as “Lay down your arms, there is a passage to the West and to freedom.”’ Once news of this program made its way through the Red Army, it was argued, there would be a flood of defectors. …

“Avrakotos thought North and Perle were ‘cuckoos of the Far Right,’ and he soon felt quite certain that Raymond, the man who seemed to be the intellectual ringleader, was truly detached from reality. ‘What Russian in his right mind would defect to those fuckers all armed to the teeth,’ Avrakotos said in frustration. ‘To begin with, anyone defecting to the Dushman would have to be a crook, a thief or someone who wanted to get cornholed every day, because nine out of ten prisoners were dead within twenty-four hours and they were always turned into concubines by the mujahideen. I felt so sorry for them I wanted to have them all shot.’

“The meeting [with Raymond’s team] went very badly indeed. Gust [Avrakotos] accused North and Perle of being idiots. … Avrakotos said to Walt Raymond, ‘You know, Walt, you’re just a fucking asshole, you’re irrelevant.’”

However, as Crile wrote, Avrakotos “greatly underestimated the political power and determination of the group, who went directly to [CIA Director] Bill Casey to angrily protest Avrakotos’s insulting manner. The director complained to [CIA operations official] Clair George, who responded by forbidding Avrakotos to attend any more interagency meetings without a CIA nanny present. …

“Avrakotos arrived for one of these White House sessions armed with five huge photographic blowups. … One of them showed two Russian sergeants being used as concubines. Another had a Russian hanging from the turret of a tank with a vital part of his anatomy removed. … ‘If you were a sane fucking Russian, would you defect to these people?’ he had demanded of Perle.

“But the issue wouldn’t go away. Perle, Raymond, and the others continued to insist that the Agency find and send back to the United States the many Russian defectors they seemed to believe, despite Avrakotos’s denials, the mujahideen were harboring. …

“It had been almost impossible to locate two prisoners, much less two defectors. The CIA found itself in the preposterous position of having to pony up $50,000 to bribe the Afghans to deliver two live ones. ‘These two guys were basket cases,’ says Avrakotos. ‘One had been fucked so many times he didn’t know what was going on.’”

But the Reagan administration did calculate correctly that Wilson from his key position on a House Appropriations defense subcommittee could open the spigot on funding for the Afghan muj.

Learning Wrong Lessons

[dropcap]W[/dropcap]hile it’s not unusual for Hollywood to produce a Cold War propaganda film, what was different about “Charlie Wilson’s War” was how it was treated by Official Washington as something close to a documentary. That attitude was somewhat a tribute to the likeable Tom Hanks who portrayed the womanizing and hard-drinking Charlie Wilson.

Yet, perhaps the biggest danger in viewing the movie as truth was its treatment of why the anti-Soviet jihad led to Afghanistan becoming home to the Taliban and Osama bin Laden’s al-Qaeda terrorists in the 1990s. The movie pushed the myth that the United States abruptly abandoned Afghanistan as soon as the Soviet troops left on Feb. 15, 1989.

All across Official Washington, pundits and policymakers have embraced the lesson that the United States must not make that “mistake” again – and thus must leave behind a sizeable force of U.S. troops.

lead editorial on May 1, 2012, criticized President Barack Obama for not explaining how he would prevent Afghanistan from imploding after the scheduled U.S. troop withdrawal in 2014, though the Times added that the plan’s “longer-term commitment [of aid] sends an important message to Afghans that Washington will not abandon them as it did after the Soviets were driven out.”

Ryan Crocker and Defense Secretary Robert Gates, as they explained the rise of the Taliban in the mid-1990s and al-Qaeda’s use of Afghanistan for plotting the 9/11 attacks on the United States in 2001.

In late 2009, Defense Secretary Gates reprised this phony conventional wisdom, telling reporters: “We will not repeat the mistakes of 1989, when we abandoned the country only to see it descend into civil war and into Taliban hands.” However, that narrative was based on a faux reality drawn from a fictional movie.

Gates knew the real history. After all, in 1989, he was deputy national security adviser under President George H.W. Bush when the key decisions were made to continue covert U.S. aid to the mujahedeen, not cut it off.

The truth was that the end game in Afghanistan was messed up not because the United States cut the mujahedeen off but because Washington pressed for a clear-cut victory, rebuffing Soviet President Mikhail Gorbachev’s proposals for a power-sharing arrangement. And we know that Gates knows this reality because he recounted it in his 1996 memoir, From the Shadows.

The Real History

[dropcap]H[/dropcap]ere’s what that history actually shows: In 1988, Gorbachev promised to remove Soviet troops from Afghanistan and sought a negotiated settlement. He hoped for a unity government that would include elements of Afghan President Najibullah’s Soviet-backed regime in Kabul and the CIA-backed Islamic fundamentalist rebels.

Gates, who in 1988 was deputy CIA director, opposed Gorbachev’s plan, disbelieving that the Soviets would really depart and insisting that – if they did – the CIA’s mujahedeen could quickly defeat Najibullah’s army.

Inside the Reagan administration, Gates’s judgment was opposed by State Department analysts who foresaw a drawn-out struggle. Deputy Secretary of State John Whitehead and the department’s intelligence chief Morton Abramowitz warned that Najibullah’s army might hold on longer than the CIA expected.

But Gates prevailed in the policy debates, pushing the CIA’s faith in its mujahedeen clients and expecting a rapid Najibullah collapse if the Soviets left. In the memoir, Gates recalled briefing Secretary of State George Shultz and his senior aides on the CIA’s predictions prior to Shultz flying to Moscow in February 1988.

“I told them that most [CIA] analysts did not believe Najibullah’s government could last without active Soviet military support,” wrote Gates.

After the Soviets did withdraw in February 1989 – proving Gates wrong on that point – some U.S. officials felt Washington’s geostrategic aims had been achieved and a move toward peace was in order. There also was mounting concern about the Afghan mujahedeen, especially their tendencies toward brutality, heroin trafficking and fundamentalist religious practices.

However, the new administration of George H.W. Bush – with Gates moving from the CIA to the White House as deputy national security adviser – rebuffed Gorbachev and chose to continue U.S. covert support for the mujahedeen, aid which was being funneled primarily through Pakistan’s Inter-Services Intelligence agency, the ISI.

At the time, I was a Newsweek national security correspondent and asked my CIA contacts why the U.S. government didn’t just collect its winnings from the Soviet withdrawal and agree to some kind of national-unity government in Kabul that could end the war and bring some stability to the country. One of the CIA hardliners responded to my question with disgust. “We want to see Najibullah strung up by a light pole,” he snarled.

Back in Afghanistan, Najibullah’s regime defied the CIA’s expectation of a rapid collapse, using Soviet weapons and advisers to beat back a mujahedeen offensive in 1990. As Najibullah hung on, the war, the violence and the disorder continued.

Gates finally recognized that his CIA analysis had been wrong. In his memoir, he wrote: “As it turned out, Whitehead and Abramowitz were right” in their warning that Najibullah’s regime might not fall quickly. Gates’s memoir also acknowledged that the U.S. government did not abandon Afghanistan immediately after the Soviet departure.

“Najibullah would remain in power for another three years [after the Soviet pull-out], as the United States and the USSR continued to aid their respective sides,” Gates wrote. Indeed, Moscow’s and Washington’s supplies continued to flow until several months after the Soviet Union collapsed in summer 1991, according to Gates.

Crile’s Account

[dropcap]A[/dropcap]nd other U.S. assistance continued even longer, according to Crile’s Charlie Wilson’s War. In the book, Crile described how Wilson kept the funding spigot open for the Afghan rebels not only after the Soviet departure in 1989 but even after the Soviet Union disintegrated in 1991.

Eventually, the mujahedeen did capture the strategic city of Khost, but turned it into a ghost town as civilians fled or faced the mujahedeen’s fundamentalist fury. Western aid workers found themselves “following the liberators in a desperate attempt to persuade them not to murder and pillage,” Crile wrote.

U.S. Ambassador to Pakistan Robert Oakley began to wonder who were the worse bad guys, the Soviet-backed communists or the U.S.-supported mujahedeen.

“It was the leaders of the Afghan puppet government who were saying all the right things, even paying lip service to democratic change,” Crile reported. “The mujahideen, on the other hand, were committing unspeakable atrocities and couldn’t even put aside their bickering and murderous thoughts long enough to capture Kabul.”

In 1991, as the Soviet Union careened toward its final crackup, the Senate Intelligence Committee approved nothing for Afghanistan, Crile wrote. “But no one could just turn off Charlie Wilson’s war like that,” Crile noted. “For Charlie Wilson, there was something fundamentally wrong with his war ending then and there. He didn’t like the idea of the United States going out with a whimper.”

Wilson made an impassioned appeal to the House Intelligence Committee and carried the day. The committee first considered a $100 million annual appropriation, but Wilson got them to boost it to $200 million, which – with the Saudi matching funds – totaled $400 million, Crile reported.

“And so, as the mujahideen were poised for their thirteenth year of war, instead of being cut off, it turned out to be a banner year,” Crile wrote. “They found themselves with not only a $400 million budget but also with a cornucopia of new weaponry sources that opened up when the United States decided to send the Iraqi weapons captured during the Gulf War to the mujahideen.”

But even then the Afghan rebels needed an external event to prevail on the battlefield, the stunning disintegration of the Soviet Union in the latter half of 1991. Only then did Moscow cut off its aid to Najibullah. His government finally fell in 1992. But its collapse didn’t stop the war – or the mujahedeen infighting.

The capital of Kabul came under the control of a relatively moderate rebel force led by Ahmad Shah Massoud, an Islamist but not a fanatic. However, Massoud, a Tajik, was not favored by Pakistan’s ISI, which backed more extreme Pashtun elements of the mujahedeen.

Rival Afghan warlords battled with each other for another four years destroying much of Kabul. Finally, a disgusted Washington began to turn away. Crile reported that the Cross Border Humanitarian Aid Program, which was the only sustained U.S. program aimed at rebuilding Afghanistan, was cut off at the end of 1993, almost five years after the Soviets left.

Rise of the Taliban

[dropcap]W[/dropcap]hile chaos continued to reign across Afghanistan, the ISI readied its own army of Islamic extremists drawn from Pashtun refugee camps inside Pakistan. This group, known as the Taliban, entered Afghanistan with the promise of restoring order.

The Taliban seized the capital of Kabul in September 1996, driving Massoud into a northward retreat. The ousted communist leader Najibullah, who had stayed in Kabul, sought shelter in the United Nations compound, but was captured. The Taliban tortured, castrated and killed him, his mutilated body hung from a light pole – just as the CIA hardliners had wished seven years earlier.

The triumphant Taliban imposed harsh Islamic law on Afghanistan. Their rule was especially cruel to women who had made gains toward equal rights under the communists, but were forced by the Taliban to live under highly restrictive rules, to cover themselves when in public, and to forgo schooling.

The Taliban also granted refuge to Saudi exile Osama bin Laden, who had fought with the Afghan mujahedeen against the Soviets in the 1980s. Bin Laden then used Afghanistan as the base of operations for his terrorist organization, al-Qaeda, setting the stage for the next Afghan War in 2001.

So, the real history is quite different from the Hollywood version that Official Washington has absorbed as its short-hand understanding of the anti-Soviet Afghan war of the 1980s.

The newly discovered document about bringing Charlie Wilson into the White House “circle as discrete Hill connection” suggests that even the impression that it was “Charlie Wilson’s War” may have been more illusion than reality. Though Wilson surely became a true believer in the CIA’s largest covert action of the Cold War, Reagan’s White House team appears to have viewed him as a useful Democratic front man who would be “very helpful in getting money.”

Most significantly, the mythology – enshrined in the movie and embraced by the policymakers – obscured the key lessons of the 1980s: the dangerous futility of trying to impose a Western or military solution on Afghanistan as well as the need to explore negotiation and compromise even when dealing with unsavory foes. It wasn’t the mythical U.S. “abandonment” of Afghanistan in February 1989 that caused the devastation of the past two decades, but rather the uncompromising policies of the Reagan-Bush-41 administrations.

First, there was the ascendance of propaganda over truth. The U.S. government was well aware of the gross human rights crimes of the Afghan “muj” but still sold them as honorable “freedom fighters” to the American people. Second, there was the triumphalism of Gates and other war hawks, who insisted on rubbing Moscow’s nose in its Afghan defeat and thus blocked cooperation on a negotiated settlement which held out the promise of a less destructive outcome.

Those two factors – the deceit and the hubris – set the stage for the 9/11 attacks in 2001, a renewed Afghan War bogging down tens of thousands of U.S. troops, America’s disastrous detour into Iraq, and now a costly long-term U.S. commitment to Afghanistan that is expected to last at least until 2024. With a distorted account of “Charlie Wilson’s War,” Tom Hanks and Hollywood didn’t help.

Fame vs Celebrity: Movies, Music, Sports and Politics

Questions about fame and celebrity

What does it mean to be famous? Does being famous go all the way back to hunter-gatherers or does it have an origin later in history? What does it mean to be a celebrity? Is it common in all societies or do celebrities emerge at a certain point in history? What is the relationship between being famous and being a celebrity? Are these terms interchangeable or are they a distinct phenomenon? What fame and celebrity have in common is that they involve relations that are not:

  • Everyday
  • Kin-based
  • Occupy local places

The Frenzy of Renown: Fame and Its History there are four parts to being famous: a) a person; b) an accomplishment; c) there is  immediate publicity; and d) how posterity has held them ever since. I shall define celebrity later.

My claim in this article is that fame and celebrity, while having the common characteristics above, are fundamentally different and emerge at different points in history.

My sources

In order to make these comparisons I have relied on three books. For the history of fame, Leo Braudy’s great book, The Frenzy of Renown is about the best book I know. While there are many books on celebrity, Chris Rojek’s book Celebrity has the advantage of comparing six other theories of celebrity besides his own. Most theories of celebrity focus in on the fields of entertainment. The first focus is on movies, then secondarily on sports and music. But like it or not, politicians have become celebrities and politics is not supposed to be about entertainment. How do we understand the relationship between fame and celebrity when it’s in politics? A book that does a great job on this question does not set out to contrast fame to celebrity. Kathleen Hall Jamieson’s book Eloquence in the Electronic Age simply compares politics in 19th century Yankeedom before the rise of radio and television to politics in the 20th century. As it turns out, this historical contrast in politics corresponds to the evolution from fame to celebrity. Fame is linked with 19thcentury politicians while celebrity corresponds with 20th century electronic age politicians. The image that this article leads with is a sculpture of fame in mythology.

My direction in this article

In the second half of the article, I contrast the difference between fame and celebrity only in relationship to politics. We will find that famous politicians have a great deal in common with famous military men or artists. However, we discover that political celebrities are very different from celebrities in the fields of entertainment such as movies, sports and music.

What is “Primary Fame” Prior to the 18th Century?

Fame in social evolution

To be famous is to be regarded with special attention by people with whom the average person has no contact – that is, strangers. There was no fame in either hunter-gatherers or simple horticulture societies because everyone knows everyone else by direct or extended kin groups. I suspect the first forms of fame came in complex horticulture societies, in chiefdoms. It is not the chief within one’s own society people consider famous, but a chief from another society with whom a commoner has no personal relationship but the chief has a reputation of being a great fighter, arbitrator or healer. The first time an individual could be famous withina society is in an agricultural civilization with tens of thousands of people and most having no kinship relations with others. The famous person may be of high standing as a religious authority, a divine king or a military hero. In the Italian Renaissance artists and musicians were famous.

Fame is rare, connected to deeds done that are notorious

How easy is it to be famous? Being famous for most of human history was rare. There wasn’t an infinite opportunity for people to be famous. This isn’t because there was some kind of quotient. It’s just because in the caste societies of agricultural states most people lived and died in their social caste and had no ambition to be famous. As you can probably imagine, being famous has little to do with being virtuous or not. It is more a case of people taking notice. You do have to do something to be famous. That is, having achieved status is more than you can inherit by being famous such as being the son of a great military hero. For the most part, being famous is connected to notorious deeds that have been performed. These deeds can be witnessed by the same generation or they can be remembered as having a reputation and then saved for posterity.

Means of cultural transmission

How do people find out about famous people in agricultural civilizations? Because the was no printing press, people found out through theatre, mystery plays and storytelling. The population also found out through mimes and minstrels. In the case of famous people who died their fame was carried on through folk tales. After the invention of the printing press stories of famous people reached middle class readers. The scope of fame reached to the end of empires but was limited mostly to the upper classes. Merchants in agricultural civilizations were unique in learning about famous people since they regularly traded with other societies.

Power bases

The leading power base for fame is competency. Competency means a famous person can get people to follow them because of demonstrated skill. Famous people can also move people because they occupy a social office that people respect, but this legitimacy by itself cannot generate fame. The same is true for charisma and sex appeal. By themselves, neither of these can make people famous, but they help.

How long does fame last?

The answer to this depends on the methods of transmission. The reputation of a famous chiefly warrior will only last as long as the storytellers who transmit the story. In the case of agricultural states famous people’s memory can be preserved through pictures or painting, writing and monuments. Here fame can last over generations.

What do famous people and their publics give to each other?

There is great social distance between famous people and their populations. There are few personal facts about them and their private lives are sequestered from the general population. What do famous people give to their population? Usually, they will bestow political or spiritual blessings. They might claim to heal their populations but they are too distant to give people any psychological satisfaction. There is no reciprocity in their relationship with the public. For famous people, members of the population are interchangeable. They do not depend on the audience for anything. With rare exceptions prior to the 20thcentury, most famous people were men. Before the 20th century capitalism had not reached its consumer stage, and for this reason famous people could not be commodified and sold to the public as we shall see is true about celebrities.

What is Celebrity?

Celebrity as a form of notoriety did not occur until the end of the 19th century with the rise of mass communication. This included the first newspapers in the seventeenth century, then photography in the 19thcentury and finally cinema, radio and television in the 20th century. By the end of the 19th century, religious and political authorities were in decline. Military generals alone maintained their fame throughout the two world wars. New heroes and heroines came from three domains –  movies, music and sports. While prior to the 20th century ascribed fame was a rarity, no celebrity inherited their status. They were discovered and gained their reputation through the work they did to achieve what they had. It was very difficult to be a celebrity, but the chances were better that it was with primary fame. This is because class mobility made it possible for middle-class and even working-class people to become a celebrity.

Theories of Celebrities

In his book Celebrity, Chris Rojek identifies seven theories of celebrity. The first is the subjectivistic theory of Max Weber. Weber claims that the basis of celebrity is that the person has charisma. Charisma is an inspiring way a person has about them, that sweeps people away and makes the audience want to be like them. Politically this would go with the “Great Men” of history theory. The second theory is that of Orrin Klapp. In his book Heroes, Villains and Fools: The Changing American Character,  he argues that all social groups develop character types that function as role models for leadership. Such roles include good Joe, a villain, tough guy, snob, prude and love queen. Celebrities are personifications of these types.

Heavenly Bodies, he claimsthe key to understanding celebrities is how audiences construct and consume a particular star’s persona. Discourse theory emphasizes the mass media as productive agents in governing the population and specific audiences. This functions as a kind of crowd control. The books that make this argument include Celebrities and Power and Claims to Fame written by D Marshall and J Gamson. The most one-sided sociological theory is the Frankfurt School. Like discourse theory, they argue that all organized entertainment is in the service of crowd control. Involvement of the masses with their celebrities has no redeeming value. They are all forms of false consciousness. This is argued for in Marcuse’s One-Dimensional Man and Aesthetic Dimension. Lastly, there is the work of Chris Rojek who emphasizes how much the point of history matters as to when celebrities emerge. He articulates this in his book Leisure and Culture.

Celebrities have fans

Movies, radio and tv carried with them a host of mediators between celebrities and those who followed them. These mediators – the press, press agents, fan clubs – barge  their way into the lives of celebrities so that those who were interested – fans – could find out all about them. Through movies, radio interviews and television appearances the notoriety  of celebrities reached more social classes than primary fame. Through fads and fashions, it spread across nations and even became international. The power bases of celebrities were more narrow than primary fame. While many celebrities certainly got into the movies by skill, much of celebrity life was due to  charisma and sex appeal. Economic propaganda was at work when film companies promoted their actors and actresses. At its worst, celebrities were more appearance and less skill.

Rapid rise and fall

While famous people built their reputation slowly and their fade-out might take generations, with celebrities it was the opposite. They could rise up instantaneously and fade just as quickly. A good musical example of this is doo-wop groups of the 50s. Many of these groups had one hit and then disappeared from the radio stations forever.

Fans and their celebrities

People who had fame prior to the 20th century had no fans. Fandom was the result of the work of cultural mediators who get the lowdown on celebrities. Because musicians, sports figures and especially actors and actresses partly made their living from box office turnout, they could not ignore their fans. For those fans these “intimate strangers” become increasingly important. It is not only movie magazines where celebrities “tell all”.  They appear on television interviews on late night shows or, if they are on the way out, they appear on television game shows.

Celebrity fans expect much more than the crowds that followed primary famous people prior to the 20thcentury. Fans are psychologically involved with actors and actresses and receive the vicarious satisfaction of living through stars. They are titillated and awe-struck. Fan clubs are set up and fans expect responses to their letters, becoming upset and even violent when a star fails to respond. This can lead to the stalking of celebrities or even fans killing themselves when celebrities die. Fans collect relics and autographs and their homes become shrines to celebrities. At the same time, fans are fickle and change loyalties quite easily.

This impact of the demands of fans has a great psychological impact on celebrities as they are driven from normal public life and in many cases leads to psychological disorders. Some of these disorders include paranoia and mania narcissism and what Reisman used to call “other directedness” . Celebrities become commodities, bought and sold just like other commodities. This leads to what is called achievement fatigue and achievement mirage. Rojek identifies “achievement fatigue” as when celebrities view their status as a burden and a sequence of diminishing returns. Achievement mirage is the recognition that their status is shallow and false.

Secondary Fame

It is too simplistic to polarize fame and celebrity. While it is safe to say there was once fame without celebrity, it would be naïve to argue that celebrity is the absence of fame. For example just because the emphasis of fame is on actions and skill that doesn’t mean that celebrities whose identity is largely based on appearance, charisma and sex appeal are not also skilled. We can easily agree that Robert Duvall, Prince, and Aaron Judge all have skill. Secondly, fame is simply a mixture of fame and celebrity. Celebrities’ fame is all mixed up with their fan base, their psychological needs in a way that primary fame is not.

Fame vs Celebrity in the History of Politics

The impact of the electronic age on politics

Up until now we have limited our discussion of celebrity to movies, and to a lesser extent music and sports. What about politics? In her wonderful book Eloquence in an Electric Age: The Politics of Political Speechmaking, Kathleen Hall Jamieson contrasts politicians and the public before the end of the 19thcentury to politics in the 20thcentury. For us, contrasting politics before and during the electronic age overlaps exactly with the time period we are contrasting fame and celebrity. In other words, we can use her work to understand the evolution of fame to celebrity to politics. As we shall see, politicians before the electronic age were famous, whereas after the electronic age they were celebrities.

Means of communication, accessibility private life and the length of speeches

The setting for political fame was communicating directly in public or through newspapers. At the end of the 19th century, first indirectly through the movies and then later through radio first and then television, politicians more and more became celebrities. Before the end of the 19th century the private life of politicians was protected. However, especially after television, the private life of politicians became public. A political public speaker (like Webster, Sumner or Clay) was an orator who could go on speaking for hours to audiences who were interested in politics and came from miles around and stood in agricultural fields. The contents of what the speaker had to say was usually fiery, full of imagery of swords and conquest. But especially after World War II, when politicians now had to compete with movie stars, sports figures and musicians, audiences with shorter attention spans expected politicians to speak briefly, be more entertaining and willing to take the needs of the audience into account.

Politicians as preachers of news vs politicians as reactors to news

Before the electronic age, famous politicians expected people to remember their words. But by the mid-20th century, what mattered more was not only how the politician came across on tv, but what was presented on tv in news (the Vietnam war). Whereas famous politicians were ahead of their audiences because they could simply report on what was going on politically while their audience had no way of knowing about that. But once television began reporting the political news, there was a period where the celebrity politicians had to answer questions about the news that the audience had already seen on television. This contributed to the growing skepticism and disrespect for celebrity politicians.

On the hot seat: celebrity presidents and instantaneous communication

Famous politicians used to only have to deal with a local audience. If a famous politician made a mistake at a local stump stop only the locals would have noticed it. It might be written up in the newspaper but the visual impact on the audience is blunted. Celebrity politicians are dealing with thousands of people all over the country whom the politicians cannot see. But for a celebrity president to make a mistake is a huge deal and thousands of people watching have all seen the same thing at the same time in their own private living rooms.

From rhetoric and newspapers to broadcast media

Famous politicians had to deal with critics who would challenge their oratory style. Their speeches were printed in newspapers. Celebrity politicians were not expected to be skilled in rhetoric because their speaking time was much shorter, at most it was 30 minutes. Newspapers no longer printed the speeches of politicians because people either listened on the radio, saw the speech on television or didn’t bother to watch or listen at all. Because the pace of life had quickened audiences had neither the time nor the interest to read these speeches. Furthermore, advertisers who controlled newspapers would never tolerate that much space taken up with a political speech. Broadcast media of radio and television displaced newspapers.

From argumentation with many sides to playing tag with two sides

Orators of the 19th century spent a fair amount of time defining their terms to the public and then laying out all the alternative prospects just as a lawyer or a rhetorician lays out their case. They presented all the available evidence. In addition, fame politicians used words to create imagines in their audiences. Celebrity presidents didn’t bother with definitions as audiences were not expected to hold definitions in their heads. Perhaps for fear of losing people, celebrity politicians flattened out the alternatives of the debate to two sides. Furthermore, celebrity presidents act like they are playing tag. They hit and they run. Those with the fastest quip win. Whereas public speaking requires a certain degree of an ability to think on the spot and field spontaneous questions from a relatively informed audience, celebrity “town hall” meetings are choreographed with the questions from the audience preselected as are the audiences themselves. Celebrity politicians don’t use words to help the audience create images. They use images from television to begin with and their words followed the images (captions).

From speechwriting to teleprompters

Famous politicians in the 19th century wrote their own speeches. This means they had to distinguish the logos of a speech from the ethos and the pathos and they had to be sensitive to timing – kairos. Celebrity politicians do not have to know anything about rhetoric as they don’t write their own speeches. The speeches are given to them. Because their speeches are televised they don’t have to be ready for audiences’ immediate reactions whether they are verbal or non-verbal. For celebrity politicians, they simply speak their lines. No thinking by them has gone into crafting their speech. In some cases their responses are guided through a teleprompter.

From respect to disrespect of the past

Famous politicians of the 19th century were expected to remember not only their previous arguments, but the political literature of the past. Also quoting poetry demonstrated that a politician was well-rounded. While their public audiences might not be able to quote literature from the past themselves, they respected politicians who could. By the mid 20th century, the audience respect for the past dwindled and they are more likely to be bored by a politician referring to their past arguments or political literature of the past. They might easily say “who cares”?

From hellraiser to moderate

Famous politicians of the 19th century were expected to be powerful, but predictable. There was nothing wrong with riling their audiences up. Famous politicians emphasized the points of disagreement with other politicians and they ignored the points of agreement. Famous politicians expect people to think and vote accordingly.

In reaction to the terror of instantaneous communication and in order to compensate for possible mistakes, celebrity politicians attempt to make up for losing points by seeming to be a “regular guy”. By mid-20thcentury, psychology has had an impact on the public and politicians begin use personal examples to become “intimate strangers” to their audiences. Celebrity politicians are expected to be more folksy and inflaming the audience might seem demagoguery at best, or pathological at worst. Please remember that celebrity politicians in the 50s were anti-communists and they were expected to be moderates, not extremists like the communists or the fascists. Celebrity politicians want to appear not too extreme. They want to emphasize the unity of the nation so that the audience will identify with them. Celebrities want to cross a line to gain emotional rapport. They are not far from a hope for mass collective therapy. Engagements were choreographed to resemble conversations more than speeches.

How the electronic age helped women politicians

Public speaking without loudspeakers, let alone radio and television mediations, was a man’s game, because men’s voices usually carried further than women’s. Even if a woman was a good speaker her power would be muffled if not everyone could hear her or her voice was straining. Radio and television definitely assisted female politicians in being taken more seriously. Furthermore, 19th century politicians in Yankeedom was a men’s club. Their wives and children were nowhere to be found. But for celebrity politicians their wives and children were never far out of view. In the 19th century it was possible for single male politicians to be elected. By the middle of the 20th century it became next to impossible to run if you were not married. This is as true for men as it was for women.

From party to personality

What is the relationship between the political candidate and his party? In the 19thcentury, the party had predictable stances that didn’t change much over decades. The personality of the candidate running was not essential to his winning or losing. However, beginning with the introduction of television, this began to change (certainly in the case of J.F. Kennedy). By the middle of the 1980s political candidates were treated as commodities and party politics began to lose its identity. All you have to do is trace the trajectory of the Democratic Party from the time of JFK to today to understand how the party of FDR has morphed into a neoliberal right-wing party. The personalities of the politician mattered far more than their parties. This can be seen in Part IV of Adam Curtis’s documentary, The Century of the Self.
