If private industry and its prioritization of profits is the central problem inhibiting the DIB from fulfilling its purpose, the obvious solution is nationalizing the DIB by replacing private industry with state-owned enterprises. [In both Russia and China, the weapons-manufacturers remain under majority control by the Government, so that the top motivation for each one of those firms is to fulfill the Government’s national-security needs — NOT the desires of any private investor.]
