Nonviolent Action: Why and How it Works

Nonviolent action is extremely powerful.

Unfortunately, however, activists do not always understand why nonviolence is so powerful and they design ‘direct actions’ that are virtually powerless.


I would like to start by posing two questions. Why is nonviolent action so powerful? And why is using it strategically so transformative?

Martin Luther King (l) was a student and admirer of Gandhi’s techniques. This is an iconic shot of MLK and Ralph Abernathy, riding on a recently desegregated bus.

When an activist group is working on an issue – such as a national liberation struggle, war, the climate catastrophe, violence against women and/or children, nuclear weapons, drone killings, rainforest destruction, encroachments on indigenous land – they will often plan an action that is intended to physically halt an activity, such as the activities of a military base, the loading of a coal ship, the work of a bulldozer, the building of an oil pipeline. Their plan might also include using one or more of a variety of techniques such as locking themselves to a piece of equipment (‘locking-on’) to prevent it from being used. Separately or in addition, they might use secrecy both in their planning and execution so that they are able to carry out the action before police or military personnel prevent them from doing so.

Unfortunately, the focus on physical outcomes (including actions such as ‘locking-on’ and its many equivalents), and the secrecy necessary to carry out their plan, all functionally undermine the power of their action. Why is this? Let me explain how and why nonviolent action works so that it is clear why any nonviolent activist who understands the dynamics of nonviolent action is unconcerned about the immediate physical outcome of their action (and what is necessary to achieve that).

If you think of your nonviolent action as a physical act, then you will tend to focus your attention on securing a physical outcome from your planned action: to prevent the military from occupying a location, to stop a bulldozer from knocking down trees, to halt the work at an oil terminal or nuclear power station, to prevent construction equipment being moved on site. Of course, it is simple enough to plan a nonviolent action that will do any of these things for a period of time and there are many possible actions that might achieve it.


A key reason why Mohandas K. Gandhi was that rarest of combinations – a master nonviolent strategist and a master nonviolent tactician – was because he understood the psychology of nonviolence and how to make it have political impact.


But if you pause to consider how your nonviolent action might have psychological and political impact that leads to lasting or even permanent change on the issue in question but also society as a whole, then your conception of what you might do will be both expanded and deepened. And you will be starting to think strategically about what it means to mobilise large numbers of people to think and behave differently.

After all, whatever the immediate focus of your action, it is only ever one step in the direction of more profound change. And this profound change must include a lasting change in prevailing ideas and a lasting change in ‘normal’ behaviour by substantial (and perhaps even vast) numbers of people. Or you will be back tomorrow, the day after and so on until you get tired of doing something without result, as routinely happens in campaigns that ‘go nowhere’ (as so many do).


So why does nonviolent action work?

Fundamentally, nonviolent action works because of its capacity to create a favourable political atmosphere (because of, for example, the way in which activist honesty builds trust), its capacity to create a non-threatening physical environment (because of the nonviolent discipline of the activists), and its capacity to alter the human psychological conditions (both innate and learned) that make people resist new ideas in the first place. This includes its capacity to reduce or eliminate fear and its capacity to ‘humanise’ activists in the eyes of more conservative sections of the community. In essence, nonviolent activists precipitate change because people are inspired by the honesty, discipline, integrity, courage and determination of the activists – despite arrests, beatings or imprisonment – and are thus inclined to identify with them. Moreover, as an extension of this, they are inclined to change their behaviour to act in solidarity.

It is for this reason too that a nonviolent action should always make explicit what behavioural change it is asking of people. Whether communicated in news conferences or via the various media, painted on banners or in other ways, a nonviolent action group should clearly communicate powerful actions that individuals can take. For example, a climate action group should consistently convey the messages to ‘Save the Climate: Become a Vegan/Vegetarian’, ‘Save the Climate: Boycott Cars’ and, like a rainforest action group, ‘Don’t Buy Rainforest Timber’. A peace group should consistently convey such messages as  ‘Don’t Pay Taxes for War’ and ‘Divest from the Weapons Industry’ (among many other possibilities). Groups resisting the nuclear fuel cycle and fossil fuel industry in their many manifestations should consistently convey brief messages that encourage reduced consumption and a shift to more self-reliant renewable energies. See, for example, ‘The Flame Tree Project to Save Life on Earth’. http://tinyurl.com/flametree Groups struggling to defend or reinstate indigenous sovereignty should convey compelling messages that explain what people can do in their particular context.

It is important that these messages require powerful personal action, not token responses. And it is important that these actions should not be directed at elites or lobbying elites. Elites will fall into line when we have mobilized enough people so that they are compelled to do as we wish. And not before. At the end of the Salt March in 1930 Gandhi picked up a handful of salt on the beach at Dandi. This was the signal for Indians everywhere to start collecting their own salt in violation of British law. In subsequent campaigns Gandhi called for Indians to boycott British cloth and make their own khadi (handwoven cloth). These actions were strategically focused because they undermined the profitability of British colonialism in India and nurtured Indian self-reliance.

A key reason why Mohandas K. Let me illustrate this point by using the nonviolent raid on the Dharasana salt works, the nonviolent action he planned as a sequel to the more famous Salt March in 1930.

On 4 May 1930 Gandhi wrote to Lord Irwin, Viceroy of India, advising his intention to lead a party of nonviolent activists to raid the Dharasana Salt Works to collect salt and thus intervene against the law prohibiting Indians from collecting their own salt. Gandhi was immediately arrested, as were many other prominent nationalist leaders such as Jawaharlal Nehru and Vallabhbhai Patel.

Nevertheless, having planned for this contingency, under a succession of leaders (who were also progressively arrested) the raid went ahead as planned with hundreds of Indian satyagrahis (nonviolent activists) attempting to nonviolently invade the salt works. However, despite repeated attempts by these activists to walk into the salt works during a three week period, not one activist got a pinch of salt! Moreover, hundreds of satyagrahis were injured, many receiving fractured skulls or shoulders, and two were killed.

But an account of the activists’ nonviolent discipline, commitment and courage – under the steel-tipped lathi (baton) blows of the police – was reported in 1,350 newspapers around the world. As a result, this nonviolent action – which ‘failed’ to achieve the stated physical objective of seizing salt – functionally undermined support for British imperialism in India. If the activists had been preoccupied with the physical seizure of salt and, perhaps, resorted to the use of secrecy to get it, there would have been no chance to demonstrate their honesty, integrity, courage and determination – and to thus inspire empathy for their cause – although they might have got some salt! (Of course, if salt had been removed secretly, the British government could, if they had chosen, ignored it: after all, who would have known or cared? However, they could not afford to let the satyagrahis take salt openly because salt removal was illegal and failure to react would have shown the salt law – a law that represented the antithesis of Indian independence – to be ineffective.)

In summary, nonviolent activists who think strategically understand that strategic effectiveness is unrelated to whether or not the action is physically successful (provided it is strategically selected, well-designed so that it elicits one or other of the intended responses, and sincerely attempted). Psychological, and hence political, impact is gained by demonstrating qualities that inspire others and move them to act personally too. For this reason, among several others, secrecy (and the fear that drives it) is counterproductive if strategic impact is your intention.

The Clueless, Rudderless, Disorganized, Ineffective, Pathetic, Animal Movement

The modern animal movement is commonly dated from the publication of Peter Singer’s “Animal Liberation” in 1975. I take exception to that demarcation, as I have been an animal activist since 1958. In any event, the movement has been working for decades to end animal suffering.

Most efforts have been aimed at rescuing cats and dogs in kill shelters, and in that narrow regard, the animal movement has made significant strides. Over the last 50 years, an average of one million cats and dogs have been saved each year.

However, over that same fifty year period, the number of animals slaughtered each year has escalated from 20 billion per year to now over 60 billion per year.

For those animals trapped in the food system, it is as if there is no animal movement at all.

The only effort to end or slow the Animal Holocaust has been to advocate for veganism and to recruit people to becoming vegan.

It is a complete failure as a strategy. Carnists are reproducing faster than we can create vegans. Our current efforts literally guarantee that the Animal Holocaust will never end.

[dropcap]I[/dropcap]f flawed and failed strategies were not enough, the animal movement is plagued by zealots who refuse to engage in any efforts to save particular animals. They oppose efforts to stop whaling, sealing, bullfighting, fur, the dog meat trade, etc, on the grounds that supporting such efforts is tantamount to endorsing cruelty to other animals not addressed by such campaigns.

The animal movement is further burdened by political ignorance and a lack of sophistication that is almost mind boggling.

There is little or no cooperation between organizations, duplicative and wasteful efforts are common, and organizations even take opposing positions on fundamental issues. We see animal groups that are for and against kill shelters, for and against BSL (breed specific legislation), for and against TNR (trap, neuter, release).

Many of us dream of major changes in governmental policy which would benefit the animals. Some are achievable, many are not.

For example, it may be possible to ban wild horse roundups and ban live export of horses to slaughter. It may be possible to abolish Wildlife Services, the branch of the Department of Agriculture which murders wildlife inconvenient to the cattle ranchers.

It may be possible to greatly expand no-kill shelters and to increase the number of pets permitted per household. It may be possible to pass statewide legislation which would require landlords to rent to families with pets.

We may be able to make possession of ivory or endangered animal parts a felony. We may be able to ban the boiling alive of animals like lobsters and crabs.

Ranching interests practically rule the Wildlife Services bureau, making the public pay for a constant war of extermination against a multitude of species cataloged as inimical to their bottom line.

We may be able to ban B dealers, those who sell dogs to laboratories and testing facilities.

There is no shortage of legislative goals we might achieve. And in doing so we will save hundreds of thousands, if not millions of lives.

But that is a mere drop in the bucket of blood we spill every day of every year.

In a perfect world we could ban all subsidies to animal agriculture. We could tax meat to reflect its actual societal costs in environmental damage and medical procedures.

In that same perfect world we could ban animal consumption.

But that perfect world does not exist, and those goals are stubbornly not possible under capitalism.

The only way to proscribe animal consumption is through socialist governments, capable of mass education and legislation campaigns, and with an interest in the moral uplift of the general population. And even then, perhaps, animal consumption would only be drastically reduced, not eliminated.

Only human extinction would end human cruelty and exploitation of animals.

Neither social revolution nor human extinction is a likely occurrence in the foreseeable future, so we continue to work toward those goals which are achievable.

Many of those goals are seen by some animal activists as surrendering to Big Ag, as they do not mean an end to slaughter. Slowing slaughter lines to prevent cows from being dismembered while still conscious or preventing pigs and chickens from being boiled alive is, astonishingly, opposed by some animal groups.

The animal movement is so diverse and rudderless that comprehensive and concerted action is an impossibility. That is one of our great weaknesses and failings.

Animal organizations compete for donors and volunteers. They jealously guard their activists and their turf. Egos rule. Petty differences fracture cooperation and unity. The major organizations are invested in the status quo and salaries and position are often more important than their missions.

We spend time arguing with ourselves and dwelling on differences of opinion and strategy.

And while we do, the animals suffer.

We need to come to a common understanding about what is important, what is doable, and what are our ultimate goals,

I offer this:

Our ultimate goal should be animal rights, a legal concept well below the horizon.

An end to animal ownership and exploitation.

An end to the Animal Holocaust and animal agriculture.

An end to “sport” hunting, fishing, and to trapping, dredging, and similar activities conducive to ecosystem destruction which carry huge nefarious collaterals for many species. 

An end to capitalism, as an abject, amoral, supremely hypocritical system on a clear collision with nature. Due its toxic dynamic, capitalism injects man-made catastrophes and social ills into human affairs, including wars, constant economic insecurity and massive ignorance, while catering for its own benefit to the worst instincts in human beings, including human chauvinism. The stranglehold of the oil industry—hydrocarbons—over human affairs, which has finally lethally wounded the biosphere and is precipitating enormously dangerous changes in the planet’s climate, would have been broken many decades ago in a system where corporate profits did not rule human decision making.

These are extremely tough obstacles to any significant improvement in the situation of most animals. I understand that. Yet I also know that this movement must clearly comprehend what it faces, the magnitude and depth of the issues and forces it must confront, as it attempts to revolutionize human behaviour in our age. 

In the interim, while we await achieving those goals, we should embrace any and all measures which will reduce the suffering of animals in the here and now.

Reprise of The 1961 Bay of Pigs Cuban Invasion

The Bay of Pigs during the Kennedy administration is instructive about the extent to which the US will go to set up justification for taking aggressive action. In the video below, Jimmie Moglia provides an engaging discussion of the Bay of Pigs, as 2016 is the 50th anniversary of this almost event.

Eisenhower, who preceded Kennedy, was vehemently negative towards Cuba and Castro. Plots were hatched and set in motion by the CIA that would take fruition under Kennedy, and without his knowledge. As noted earlier this year by Robert Kennedy Jr.,  in his article published by IPS, “Sabotaging U.S.-Cuba Détente in the Kennedy Era,” :

To the CIA, détente was perfidious sedition.  Adlai Stevenson [at the time U.S. ambassador to the United Nations] had warned President John F. Kennedy that “unfortunately the CIA is still in charge of Cuba.”  The agency, he said, would never allow normalisation of relations.

JFK was involved in secret negotiations with Fidel Castro designed to outflank Foggy Bottom [Washington] and the agents at Langley [CIA], but the CIA knew of JFK’s back-channel contacts with Castro and endeavoured to sabotage the peace efforts with cloak and dagger mischief.

In April 1963, CIA officials secretly sprinkled deadly poison in a wetsuit intended as a gift for Castro from JFK’s emissaries James Donovan and John Nolan, hoping to murder Castro, blame JFK for the murder, and thoroughly discredit him and his peace efforts.

The agency also delivered a poison pen to hit man Rolendo Cubelo in Paris, with instructions that he use it to murder Fidel. William Attwood [a former journalist and U.S. diplomat attached to the United Nations asked by JFK to open up secret negotiations with Castro] later said that the CIA’s attitude was: “To hell with the President it was pledged to serve.”

“There is no doubt in my mind. If there had been no assassination, we probably would have moved into negotiations leading to a normalisation of relations with Cuba” – William Attwood, U.S. diplomat asked by John F. Kennedy to open secret negotiations with Castro, speaking of JFK’s assassination.”

Many exile leaders openly expressed their disgust with the White House “treachery”, accusing JFK of engaging in “co-existence” with Fidel Castro.  Some Cubans remained loyal to my father, but a small number of hard, bitter homicidal Castro haters now directed their fury toward JFK and there is credible evidence that these men and their CIA handlers may have been involved in plots to assassinate him.

The Kennedy guilt – both President John Kennedy and then Attorney General Robert Kennedy -over The Bay of Pigs misadventure lies in the nasty truth that the Bay of Pigs invasion was set up as a CIA plot and was not known at the time to JFK. JFK hesitated at the point of an actual strike and unwittingly foiled the CIA plot. Regardless of that, as noted above, the CIA was furious and continued their effirts to undermine relations between the US and Cuba, and until this spring we have continued operating under this ruse as if it were reality.

The CIA was willing to hoax the US into nuclear war, nuclear war, and two formally powerful men – one a President and the other the US Attorney General – both ended up assassinated. Here is certainly not the place to get into who was “really” behind the Kennedy assassinations, but the synchronicity leaves a sour taste in one’s mouth.
